Design & Supervision of Pharmaceuticals Warehouse

The Ministry of Health & Social Welfare is rebuilding its health systems after fourteen years of civil conflict. Amongst the many needs and with support from the Global Fund the Ministry intends to construct a central warehouse where pharmaceutical and other health products will be stored. Essential drugs supplies and commodities will be distributed and dispatched from this warehouse.

The Ministry now invites qualified firms or qualified individual consultants to advice on pharmaceutical and other health products storage as it relates to infrastructure design and supervision towards construction for Liberia to submit an “Expression of Interest.’

All interested firms or individual consultants should include in their “Expression of Interest” the below listed documentations which forms the basis for evaluation and prequalification of firms/consultants.

1. Firms Requirements:

1. Legal registration of business/firm in its country of origin;
2. Declaration of taxes paid to government in the firm’s country of origin;
3. Complete firm’s profile;
4. Firm must indicate as evidence the exact location where they may have designed and supervised similar assignment and should include the period when the assignment was carried out;
5. Firms must indicate the full contact details of their previous or current clients to include the name of the firms’ contact person, cell number and email address.

B. Individual Consultants Requirements:

1. Qualification in Industrial or civil Engineering or Quantity Surveying, with focus or experience in storage infrastructure design.
2. A track record of undertaking similar studies, design and implementation of storage solutions
3. Experience in Supply Chain Management, Logistics, Operations Research, Pharmaceutical Management or related fields. Pharmaceutical Supply Chains experience is an added advantage.
4. At least three years of professional experience relevant to services similar to this assignment.
5. Extensive experience advising government, multi-lateral and bi-lateral development agencies, non-profit organizations or the private commercial sector in the areas at the senior management staff or board levels towards similar assignment.

Technical Assistance (TA) for Supply Chain Management

In August 2010, a supply chain master plan was developed for the Ministry of Health and Social Welfare (MoHSW), Republic of Liberia. The master plan is a strategy that improves supply chain performance and meets the MoHSW decentralization objectives, through the placement of planning and budgetary control with county health teams. Central to the master plan is the setup of a Supply Chain Management Unit (SCMU) to coordinate and oversee all supply chain activities within the public health sector in Liberia. Following the establishment of the SCMU, technical assistance is required to build the skills and capacity of the SCMU to enable it play its roles and functions. As these roles are required from the inception of implementation of the master plan and as there is an inadequate level of local skills and capacity, the supply chain management technical assistance approach is sought through a comprehensive mentorship program and hands-on support.

In view of the above, the Ministry is seeking “expression of interest” from qualified and reputable firms or individual consultants to provide management and capacity building support to the Supply Chain Management Unit (SCMU) of the Ministry.

All interested firms should include in their “Expression of Interest” the below listed documentations that form the basis for evaluation for short listing firms or individual consultants:

1. Firms Requirements:

1. Legal registration of business/firm in its country of origin;

1. Msc in Pharmacy or Public Health with relevance to supply chain management
2. Previous experience leading a supply chain unit, particularly in West African Region
3. Familiarity with the Liberia Health System
4. Experience with teaching and designing training programs at national level
5. Experience in a leadership position in pharmacy
