The performance of civil servants in Liberia will henceforth be measured according to new benchmarks known as “Performance Management System.”
According to Civil Service Director-General, Dr. C. William Allen, “Performance Management System is aimed at evaluating the performance of every government employee under the CSA.
Dr. Allen recently told the regular press briefing at the Ministry of Information that the latest measure embodies CSA’s new reform process that will no longer be used.
He said, depending on their performance, employee would be rewarded or penalized based on the outcome of the evaluation of their rating on the job.
“The whole Performance Management System is intended to create a paper trend so that our people are rewarded or punished; the documents would make it very clear,” Dr. Allen explained.
“The need for an objective, fair and transparent system to evaluate public servants cannot be over-emphasized,” he stressed.
“The current instruments in Appendix 10 of the ‘Standing Orders for the Civil Servants’ have not been used since they were developed in 1983, and need to be revamped.
“Human resource directors throughout government need to be trained in how to do performance appraisals.”
He said public or civil servants who serve in supervisory capacities where they evaluate subordinates need this preparation, adding: “The Civil Service Agency must come up with a very clear program to achieve such an agenda.”
